Councillors at Llanelli Town Council have come together to support an amendment aimed at tackling fly-tipping without asking residents to pay more for waste problems they did not cause.
The amendment, proposed and seconded by Independent councillors Sean Rees and Sarah Evans, received cross-council backing.
Members from across the council agreed that fly-tipping is a serious and growing issue across Llanelli, affecting streets, back lanes, and green spaces in every ward.
“Residents are frustrated — and understandably so,” councillors said.
Following the original motion brought forward by the Labour Ruling Group, Opposition Councillors put forward an amendment which called for a carefully designed pilot ‘Skip Day’ scheme that is properly costed, time-limited, and evidence-led. Rather than committing the Town Council to open-ended spending, the proposal ensures the idea is fully investigated before any long-term decisions are taken.
Under the agreed amendment, officers will now be asked to assess the full costs, environmental impacts, safeguards against misuse, and options for partnership working with other authorities and enforcement agencies — particularly to prevent commercial or illegal dumping.
“This is about responsible decision-making,” councillors said.
“Investigate the idea properly, test it, review the evidence, and only then decide whether it works. That’s value for money.
Councillors were also united in stressing that enforcement must remain central to tackling fly-tipping.
“The principle is simple,” they added.
“Charge the offenders — not the community.”
Members further agreed that stronger county-level waste management and enforcement are urgently needed in Llanelli, and that town councils should not be expected to shoulder costs that rightly sit elsewhere.
“This town deserves clean streets, fair treatment, and solutions that tackle the problem at its source — without hitting residents’ wallets,” councillors said.
